Authentic Cultural elders

Madasha Wadatashiga

Free Parliamentarians

Civil society organizations

All concerned

Somaliland people never fathomed that a day will come when Somaliland finds her self in a situation of her making which warrants an out side help! This is because Mr. Siilanyo and oligarchs refused to live and respect the rule of law. They rejected Consultations and co operations which were part of Somaliland culture. This call comes from the authentic Cultural ‘Sultans’ and the ‘Madasha Wadatashiga’ and other civil society organizations, but the people surrounding Siilanyo are not impressed! Somaliland used to resolve their differences among them selves but not any more in this Siilanyo administration environment! Much if not all of the Presidential powers are usurped by inexperienced crowd pursuing the ‘politics of the belly’ and not the nation’s agenda.

If we don’t listen and respect each other, if we don’t talk to each other and not at each other, it is for sure that Somaliland will end up seeking others fill the void just like Somalia did and that will be the end of the Republic. Is that what Siilanyo and oligarchs want?! I don’t know if that is the case, but that is where the country is heading to!

When some one says some thing and does the opposite of what he was preaching, call what you want to call him, but he has one name and that is ‘hypocrite’. President Siilanyo said, “Our strength lies in our unity, we have to safeguard our unity”. If that is the case in his end why do they borrow pages and pages from Dictator Siysd Barre?!

The President’s administration divided the people of Somaliland .

They undermined the constitutional bodies in the country. Somaliland is naked to day because they pulled her clothe out which was her noble culture of talking to each other and compromise where compromise is due.

SOMALILAND WATCH is particularly concerned when the constitutional bodies of check and balance and the conflict resolving bodies like the house of ‘Guurti’ become an absolute corrupt, defunct and out of use. The government and the people are so apart that they are invisible to each other. The government points a finger at her own Party while the people believe that the Ministry of interior is behind the resent explosions!!

SWG is also worried how irresponsible the ‘oligarchs’ running the government of Mr. Siilanyo are. We are worried how they use the RRU, the so-called Special Forces, intended to combat terrorism for their political vengeance. They terrorize citizens with descending opinions by using the RRU force. The most recent incident and the case in point is how savagely the so-called RRU mistreated the former deputy Minister of interior, his wife and children in their home in the wee hours of the night. Excessive force was used and they terrorized the whole neighborhood. They shot every body, some were hit, and some were missed! They turned the neighborhood in to a battle zone!

SWG does not believe that the donors who finance the misused force approved the way the government of Siilanyo is using them, against the innocent citizens. The donor governments will be liable in the end. They ought to advise Mr. Siilanyo when, and where to use the so-called RRU or otherwise stop financing or dismantle this force all together. Siilanyo administration made RRU terrorists instead of a force fighting against terrorism!

1-The Guurti chairman who is most of the time out of the country for private issues has already exhibited his total bias in favour of the President, wrong or right, thus can not be trusted in conflict resolving endeavor. He has no credibility in the country

2- The speaker of the house has already failed dismally to execute his duties in the house to check and balance the excess of the executive branch. The speaker owns a political party of his own and he frequently travels abroad instead of dealing with the problems the executive branch creates every now and then. He abandoned his duties!  He collaborated with the juveniles usurped the power of the Presidency long enough.  He failed Somaliland. He can not be trusted as well.

3- The executive is run by oligarchies that don’t see the consequences of their act-first-then-think later behavior. When the three branches of government behave like this, it is indeed worrisome to watch peaceful and stable Somaliland going off the cliff.

What is happening in the national capital-Hargeisa is unnerving because it is uncommon for explosions to happen let alone in a successive manner. The government’s reactions were hysterical and spontaneous with out considering the consequences of what they say and what they do! Because of these the SWG is calling: a) the authentic cultural elders as well as the Centre for Consultation and Corrections to intervene in this volatile situation in Somaliland. Concerned citizens must draw the red line. In the urgency of now, forming Provisional Ruling Council (PRC) is advisable in this situation Somaliland is in, until elections are held in due course, then a broad based national government of the people and for the people takes over

Some of us are worrying if an illegitimate body headed by a biased and a par-time Chairman would extend the permit that allows Mr. Siilanyo to keep his present post as an illegitimate President after his term expires. What the people should entertain also must be how to bring those who put Somaliland in this situation to justice before they go any where. People have been divided, the public treasury has been misappropriated, the cause and the case of Somaliland have been compromised, de-railed and crimes have been committed against the nation. Some one must be accountable to these criminal acts.

The ‘trio,’(the President, the Speaker and the Chair of the Guurti) is travesty to the institutions entrusted upon them. They must be accountable to their depletion of duties. They must go and a conscionable people must take over their posts. Short of that Somaliland will vanish.
